I was reading on the BF2s forum that if you don't have have the required badges when you hit these level you won't get the promoted to First Sargent or Sargent Major if you get the missing badges at a latter date

Examples; If you are missing the knife badge and you hit 20,000 points you will be promoted to Master Sargent but never to First Sargent and if you hit 50000 and don't have what is required there then you get promoted to Mater Gunnery Sargent but will not ever promote up to Sargent Major
