I find it interesting. They took an actually good idea of sorts, and did exactly the WRONG thing with it. Must have been a brain fart. Its actually a good idea, but there is no way to implement it, at least not tastefully...

Did Bush come up with this winner himself? Sounds like our congressmen and senators have nothing better to do with their time.

It was the congress people who shot it down. It was the R&D people at the pentagon that came up with it. IMO, the idea has merit, but you should hire people who are good at making accurate predictions rather than set up a betting booth...
